Managing a forum is not as easy as it seems and involves so many tasks, that many newbies are unprepared for it. Before starting you need to get the domain name, get a good forum web host, get the forum software (vBulletin is good), change the style and doing any custom modifications that is needed to suit. Then some content has to be added to the forum (would you visit and look around an empty forum?). It is important to recruit staff or moderators early as they will help add to the the forum, help shape policy to the forum and help monitor the forum as it grows. Forum spammers, especially vBulletin spam, is a problem so putting in place anti-spam measures early to deal with it is a good idea.

To promote forums, you need to submit the forums to forum directories and social bookmark sites. You can also send your forum RSS feed to Twitter.

Once you have the forum started, you then need some good traffic, then these visitors then need to be converted to members, then the members need to be converted to regular posters. Run some forum competitions that get people to join and get people to post.
